In June 2011, the Health Minister Edwin Poots announced a review of health and social care services in Northern Ireland. The review was to provide a strategic assessment across all aspects of health and social care services. It would examine the present quality and accessibility of services, and the extent to which the needs of patients, clients, carers and communities are being met.

All the Health and Social Care Trusts in Northern Ireland produced draft population plans that:
- identified which services and facilities are needed in each area to address the needs of the local population
- set out how this could be delivered

Integrated Care Partnerships
Integrated Care Partnerships (ICPs) are playing a key role in how health and social care services in Northern Ireland are being transformed. They are helping to change the way care is delivered.
